What percentage of a PC marker’s ad budget should be online?

In an emerging market with little PC penetration -- zero. (How are they going to see your ads?)

In a mature market, much less than 50%. I have developed a "skill" of being able to completely ignore most ads, even if they're right in front of me. Especially the flash baesd ones, I'm quickly looking in the corner for the close button. Since I consider them background noise, I tune them out.
